Are you actually trying to solve a problem or just impose rules? Has someone complained about people eating at their desks? Or complained about a specific person? What is the nature of these complaints? If they are directed at a single person, is there any kind of history or underlying problems between the two employees? If it's general complaints, when did they start and did something lead up to them?

I have to -1. There's no public transportation between my apartment and office. If the roads are closed (as was the case in both New Hampshire and Massachusetts in the recent storm), taxis are also out of the question. Finding a hotel may not be possible without driving. For a multi-day or extremely intense storm, waiting it out in the office may not be possible. Sleeping in the office isn't a suitable solution unless the office is properly equipped. The only viable option that you present is to use vacation time, which is my company's policy unless the facility is closed for all employees.

@JeffO I wouldn't recommend a thank you email for just talking at a career fair. Last time I was at a career fair, I probably talked to a hundred people, and then interviewed a dozen the next day. If 10% of the people I met emailed me, I don't need 10 emails to deal with.

I'm voting to reopen in its present state. Sometimes, personal issues can spill into the office. There are 14 other questions with the relationships tag, some of which are about maintaining, ending, or restoring personal and professional relationships. Given some out-of-office actions that affect a relationship, I just don't see how questions about that professional aspect of the relationship are off-topic.
