In the latter case applying or asking for an interview would probably be fair enough (unless there's a separate interview process for the new role that you actually want). | |

To clarify: the company is not currently interviewing. However, I know from my inside source that they will likely be interviewing around the time that I would want to start. So, I would essentially be asking to interview early, and start later. | |
