Aug 4, 2021 at 15:08 comment added pimanrules Yes, by "not currently interviewing," I mean for the position I'm interested in. This is a small company, and my understanding is that they do hiring in waves that correspond with when they get funding.
Aug 4, 2021 at 11:02 comment added Voo @Bernhard Ah yes different interpretations there. Personally I'd interpret (and have used it in that way) "not currently interviewing" as "not currently interviewing for a specific position" and not that there is a hiring stop in process.

In the latter case applying or asking for an interview would probably be fair enough (unless there's a separate interview process for the new role that you actually want).

To clarify: the company is not currently interviewing. However, I know from my inside source that they will likely be interviewing around the time that I would want to start. So, I would essentially be asking to interview early, and start later.
