Based on your suggestions he may feel that those choices will slow things down further, and he may be correct (see: Brook's Law). Obviously I can't speak for him or the accuracy of your assessment of him. I just bring this up because it is a common developer/manager miscommunication point and I see some of the red flags for that miscommunication here.

I think you've left out a lot of relevant info about the situation that would help someone suggest the correct course of action.
