I would talk frequently to your manager regarding opportunities for short programming tasks that you could do in addition to your current role. Perhaps doing so will cause others to see you as someone who should be writing software and then eventually you can be officially moved out of your current role. It will probably take longer than you like but may be worth it. If you are concerned that you are going to lose your programming skills then you may need to start looking for employment elsewhere.
