They are probably given sub-par tools for the job. JetBrains licenses are only a few hundred dollars a year. I can practically guarantee that the company is losing more money than that on the turnover rate and on employee salaries. A license for a proper toolkit is a small price to pay. This is like employing a painter to give your office walls a fresh new look, but the only "paint" given to them is dirty dishwater and some old paint that you found in your tool shed from 20 years ago, because "management doesn't like paying for paint". If you have the power to change anything, start there.
