Clojure and other Scheme dialects are good in creating new languages, they should also be good in creating old languages. To maximize the impact (and minimize development time when the transpilers are written) i would however choose a Javascript or Python style syntax for the input language. As a plus you can sell the transpilers to other companies.

They have a problem that they need to hire for retro technology. But this problem demands creative suggestions of potential solutions from a wide range of viewpoints. There may in fact be one very specific and superior answer out there and you cannot know there is not.

With a few exceptions, clients tell us "this are the technologies, this are specifications, we need this, develop the solutions", sometimes also time and budget are fixed by clients. So, using your definition, we are "a body shop", at least for the great majority of the projects.
