I know your situation: the vast majority of my team's coffee drinkers don't include their small-talk breaks in their time table. There are many ways to not actually work at work - likewise there are many ways to work while not looking like working.

Taking 10, 5 minute smoke breaks during the day is taking 50 minutes a day from your employer unless you forgoe lunch and coffee breaks. I can tell you the vast majority of my team's smokers don't include their smoke breaks as coffee or lunch breaks.I also dont care what they do, provided they do their job.
