Neither EU nor any of its members can compel anyone outside the EU to do (or not do) anything at all. The only way a US company could be subject then is if the US has explicitly made its own arrangements and laws to bar US entities from gathering the data about EU citizens. EU and its members can make a law "Nobody in the world is allowed to snub their nose at EU citizens," but unless other places make laws like "You must obey EU's nose-snubbing law" then it doesn't matter and nobody's subject.

If you're in the US, and you don't do business with or hire or gather data about any EU citizens/California residents, then you aren't subject. I realize that's an increasingly small group of entities, but for instance my workplace isn't subject to the GDPR.

Also next time they will ask more shady things. It looks like it's time to move on to more professional companies I suppose.
