Approving vacation time takes minutes out of a day even if needs to be evaluated for efficacy or reviewed against the team for impact. This behavior is just an indicator of a poorly organized manager not fulfilling their obligations. You should bring this up with this manager directly. Assume it is just forgetfulness or carelessness. Bringing it up with this person directly may achieve the result you're looking for. If it doesn't, send an email to his manager (cc him) and state that things are not timely and responsiveness has not followed. | |

It might me helpful to keep the expired request to create a paper trail, else one could claim you're causing unnecessary work by requesting leave you not really want to take. | |
