I can totally imagine that it makes sense to start a formal education rather than be jobless in the middle of a recession, but in the long run it's always "you with extra exp." or "you with an extra paper". Can't say which of those wins at any point in time, but even if a recession comes 10 years down the line it will still be "you with 10 years of exp." or "you with 5 years of exp. and a piece of paper". The former will probably mean your last position was called "senior developer" which I guess will help more than that paper.

Jun 24, 2020 at 15:13 comment added David Mulder Do note that the fair comparison in a recession is "person with no degree but 5 years of experience" or "person with a 5 year degree but no experience". Given that in a recession companies tend to make shorter term investments I am fairly confident people will pick the experience over the degree.
