If most of the children only do the hours for which the government is paying, it's hard to meet the required ratio, let alone build in any safety margin. The good nurseries are those where lots of children do extra hours at a higher rate, because they can afford that extra person. | |

Making these decisions, bringing in additional resources, changing policies, etc. is part of what management is. Arguably, that's what it is, and what makes it different from being a line worker or even basic supervisor. Standing by in horror as things fall apart is not management. The OP needs to start managing the business. | |
