Accepting responsibility for solving a problem does not instantly grant knowledge of how to solve the problem. What OP is facing is a discrepancy between what his expected job functions are, and what the boss has decided his job functions are. Unfortunately, at the end of the day, your employer defines your role. Trying to waffle around and weasel out of responsibility is going to accomplish nothing.
