If you were A,B&C's manager and they didn't do what you told them, that's a very different situation to if you four are all peers in the same department. Or if C is the manager. (What was the chain of command and who did not follow it? or invoke it by escalating?) | |

I'm not going to defend the processes other than to say that some things cannot be readily conveyed over the internet. They are irrelevant anyway, since the question is not asking for "how do I fix my processes". | |

Did any of you four make the relevant manager(s) aware that nothing was happening due to a circle of finger-pointing? "I could care less" is the wrong phrase. It's "I couldn't care less" in the case - who is to blame is unimportant to you.
